Section on Defense, Public Security and Democracy: Section Business Meeting 2024
1. Business meeting
Attendance: 16 (12 in person, 4 online)
Topics addressed: Report on activities and news of the section as detailed below, no further comments.
Membership of the section: we have currently 93 section members, which is an increase from last year.
2. The new Board
The term of both co-chairs, Nicole Jenne (2022–2024) and Eduardo Moncada (2023–2024) come to an end.
Two nominations were received, Yadira Gálvez and Marcial Suarez. They accepted the nominations and per protocol no elections are needed if there is only one nomination for one position. The new co-chairs would like to present themselves.
On the board four members step down: Jessica Zarkin (2022–2024), Anais Passos (2022–2024), and Cecilia Farfán Méndez (2022–2024) and Victor Mijares (2023–2024).
Orlando Pérez and Marilia Barbos Pimenta were nominated for the council and accepted. José Manuel Ugarte offered to serve on the council, which the section approved. We thank them for their commitment.
Based on the above, the following members will be part of the section board:

3. Section activities
For LASA2024 we organized two activities:
A panel “Perspectives on Security and Defence Policy-Making in Brazil and Mexico” took place on June 12, and a roundtable on state formation in Latin America will be held tomorrow, Friday 14, at 17.40hrs.
The council also decided to change the procedure for the section awards this year, which were previously deliberated among the board members. This year, we formed committees comprised of scholars from within and outside the section. We are grateful to the following scholars that took part in the deliberations.
We also organized a preLASA conference together with the Universidad de Los Andes prior to LASA on June 11. We had 16 papers, 8 discussants and an audience of about 35 persons.

- Review of activities at LASA Congress 2023, awards
- Replacement of one co-chair and one member of the executive committee, elections
- Desirability of increasing number of section members, problem of costs especially for those living and working in Latin America
- Desirability of organizing a pre-LASA conference in Bogotá
- Replacing one publication award with two: one for best article or book chapter, one for best book (authored, not edited), unanimous approval

3. Review of the activities and plans for the coming term
Successful completion of section panels at LASA Congress, including an intersectional panel organized with the section Gender and Feminist Studies:
- Roundtable: ¿Cómo proveer una mejor seguridad pública en América Latina? El debate entre una mejor implementación de políticas públicas o la adopción de nuevos modelos
- Panel: Gender and Organized Crime; A Discussion from historical, political and socio-economic perspectives - Intersectional panel: Women in international security: fighters, fighting for rights and fighting beyond legality

- Organize pre-LASA conference one or two days before the LASA 2024 Congress, potentially a publication based on the presentations.

4. Section awards Selection committee:
The section’s Execuritve Committee served as selection committee: Carolina Sampo, Nicole Jenne, Jessice Zarkin, Anais Passos, Cecilia Farfán Méndez, Annette Idler.
Proposals were invited by section members, the selection committee received and discussed these. Decisions were taken by unanimity.

E. Section Account Balance
We discussed the section account balance minus awards, and the projected balance for 2021-2022. With the projected enrollment in the section, we expect to continue two awards for student travel. Section Account Balance. Minus the money awarded and costs of awards, we now have a projected account for 2021-2022 of $3,144.47. We are solvent.
